Somalia Government Delegation visits the Council of Governors

Somalia delegationA Somali government delegation has paid a courtesy visit to the Council of Governors to learn about devolution and the Structures of County Governments. The 22 member delegation headed by State Minister for Interior Dr. Yahya Ali Ibrahim visited the Council of Governors Secretariat offices, where they were received by Governor for Tana River County Governor, H.E Hussein Dado and CoG CEO Ms. Jacqueline Mogeni.

To help the delegation understand the scope of Kenya’s devolved system of Governance, H.E Hussein Dado who also chairs the Security and Foreign Affairs Committee at the Council of Governors, took the visiting delegation through the process of devolution, the devolved functions and the governance structure since 2013.

H.E Dado also shed light on the County Government structures and how the two National Government and County Government relate in service delivery to the people of Kenya.
H.E also shared the challenges that the devolved units have faced during the first four years of devolution in Kenya. Among the biggest challenges that Counties have faced since 2013 are limited resource allocation and the flow of funds. However, praised Council of Governors secretariat as the ‘mother’ of devolution in Kenya who have been selfless in defence of the new system of government.
Council of Governors CEO Ms Jacqueline Mogeni took the delegation through the workings of Council of Governors Secretariat.
The delegation was impressed by the steps made by County Governments in entrenching devolution in the last four years.
Mr. Yahya was pleased tremendous development that the Counties have made given the short period they have been in power. The new Federal Republic of Somalia Government has adopted a similar system of Governance under the leadership of His Excellency President Mohamed Abdullahi Mohamed. Mr. Yahya was passionate about Somalia learning from the best practices achieved through devolution in Kenya.
Kenya has been a great player to ensuring that the Federal Republic of Somalia is a stable Country. The delegation is grateful that one of the transitional governments that ruled in Somalia was formed in Kenya. Somalia recently held its first ever democratic and peaceful election. With the system, Somalia is aiming at building a political and economic community that will lead the Country to development and a peaceful country free from civil wars that have been experienced before.
